Default Is a rear exhaust camshaft seal an optional extra?

Opened it up to install camshaft locking tool and saw oil running out so bought a new seal to replace the leaking one.
When I was ready to do that I took a closer look and there was no seal there!
According to the receipts I got from the previous owner the last time someone was in there was six years and 100,000 miles ago.
I wonder if the same guy installed the intake VVT oil seal that looked like it had been leaking for years.

The vacuum pump goes in the rear, the diesel pump the front doesn't it?
