Short answer yes, seems about as common as the 181 spec. My 190 is on it 3rd egr cooler and second valve, run Shell V Power 30 miles each way daily commute, drive it like I stole it.

First time it was an issue for me was a disaster, check engine light came on so I had fault code read by Volvo assist when my car finally went into limp mode, they booked it in with local dealer.
Local dealer looked into it and said it was my engine oil throwing fault and putting car into limp mode, it had risen by 600ml. So they drained 600ml out and reset fault codes.
In actual fact my car had precisely the correct amount of oil, what happen next was my car threw a low oil level warning, called Volvo assist to attend roadside they overfilled it massively by 1.5l, drove it again more check engine lights recovered to another dealer who drained oil back to original correct level and replaced the egr valve and cooler.

My car apparently has had the latest permanent fix applied.... so I am concerned to here that other are being told it has not been rolled out yet.

Worth double checking that. Maybe your dealer got to be a tester in this and so you are ahead of the game. Mine was definitely holding back doing the old fix with the aim of carrying out the new one but that was knocked on the head by Volvo. This was from a discussion with the service guy, more likely to be truthful than if it was spoken by a salesman.

Harvey, my latest cooler and software update was installed in September last year, a Volvo technician attended my car, this being the third attempt I was assured this latest fix I have came about after extensive testing by the Swedish engineers who came to England to look at it.

We will see,

My friends 190 D4 VEA has been in the dealership for the past 2 weeks waiting for its 3rd EGR fix.

Today the leasing company have taken the car back as no guaranteed fix is available.
He is now going in to a Discovery sport or top of the range Tucson.

It only needs a few of them to take the affected D4 engines off the lists and sales will be affected.

The problem effects every VEA engine from D2 to D5 so basically every diesel engine that volvo now fit to there cars,

There is a fix on its way but due to parts production there is a delay in its release,

Production line cars get the fix first then it is getting released to dealers,

From what we were told volvo have been working really hard on a fix but the EGR cooler clogging seems to be more of an issue in the uk that other countries and volvo have been in the uk testing fixes,

Have there been EGR issues with the XC90 D5 VEA ?

It's not a UK problem, there are many reports from, Sweden, The Netherlands, Belgium, Germany and Taiwan to name a few. Taiwan in particular has many failures with its own Facebook group possibly more than the UK.
To say this is a UK problem is just blame shifting, "it's our climate" "qaulity of fuel" "the way you British drive"
The biggest problem is getting Volvo to admit anything, they have kept very quiet and all we hear is different stories from our dealers and their technicians who are NOT Volvo! A statement from Volvo would be nice but that's like getting blood from a stone.

Out of the frying pan into the fire then. Previous Discos are renowned for EGR issues. And that's with the much lower Euro 5 Nox limit. Costs about £700 to fix at the main dealers.
