Black absorbs the colours of the spectrum but reflects none back therefore not a colour

Very much depends on the context in which you ask the question. Blue badge is typically displayed by a disabled driver. Perhaps black badge is used by funeral directors or goths?

I have not heard of Black Badges. As has been said already a Blue Badge is given to a Disabled driver/person allowing them to park in certain privileged places.
