D5 not revving beyond 4K

Hello, I'm new to Volvo ownership with a 2003 v70 D5. The car for the most part drives well, with good power and excellent consumption.
However it does not rev over 4K, either in gear accelerating or in neutral. It feels like it is hitting a limiter, and makes a muffled pupupupup sound, like boost bleeding off.
The car has covered 130k with fsh. No smoke and otherwise as smooth as silk.
Your wisdom would be appreciated.

id guess that its been remapped with "popcorn" rev limiter.
